Communication Outweighs Competence: Determinants of Effective Engine-Department Response to Main Engine Failure in Severe Weather

This study examines the effectiveness of engine-department personnel management in responding to such failures, testing the relative contribution of four constructs: technical competence, communication, coordination, and preparedness. A quantitative survey was administered to 112 marine engineering officers enrolled at Banten Maritime Polytechnic, of whom 89.3% reported direct experience of engine failure at sea. The 60-item Likert instrument proved valid, with all items exceeding the critical value of 0.361, and highly reliable, with Cronbach's alpha of 0.948. All four constructs were perceived at a high level, with means between 3.83 and 4.10. Bivariate correlations with response effectiveness were uniformly strong, ranging from 0.849 to 0.940, and multiple regression explained 89.7% of the variance in effectiveness.
