Abstract

This study examines advocacy politics against sexual violence in Indonesian higher education, comparing Siliwangi University (UNSIL) and Parahyangan Catholic University (UNPAR). Data came from in-depth interviews with PPKS Task Force members and university stakeholders, plus document analysis and field observations. Analysis applies theories of power relations, institutional patriarchy, structuration, transnational advocacy networks, network society, and contentious politics. Findings show advocacy is shaped by power relations, institutional capacity, and networks. Established in August 2022 following Regulation No. 30/2021, UNSIL’s Task Force relies on key actors and needs stronger resources, recognition, and survivor support. UNPAR provides sustained funding, formal recognition, and psychological and legal partnerships. Both use digital platforms for education and awareness. Advocacy effectiveness depends on institutional support and political opportunities.
