Forest and land fires (karhutla) are recurring environmental problems in Indonesia that not only cause ecosystem damage but also threaten the constitutional right of citizens to a good and healthy environment. This study employs a normative juridical research method with a qualitative legal analysis approach. This article aims to analyze state responsibility in forest and land fire management based on Article 28H Paragraph (1) of the 1945 Constitution and Law No. 32/2009 on Environmental Protection and Management. This study uses normative juridical research with statutory and conceptual approaches. The analysis shows that the state has a central role in preventing environmental damage through policies, supervision, and sustainable management. Effective karhutla prevention requires active government responsibility to ensure environmental protection and justice.
