This study aims to reconstruct the conceptual foundation of Civic Education in fostering life skills education and character education to strengthen human resources (HR) in the creative industry sector. The research employs a descriptive qualitative method with a phenomenological approach, focusing on interpreting the subjective experiences of lecturers, students, and creative industry practitioners in the Department of Business Administration at a university in Bandung. Data were collected through participatory observation, in-depth interviews, and document analysis, and were analyzed using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The findings indicate that the integration of civic education, character education, and life skills education plays a strategic role in shaping a young generation that is ethical, creative, and globally competitive.
